Storefront bookings outside hours stay on the list

A storefront or imported booking that starts outside opening hours still creates the order and booking. The booking is flagged for review as outside hours, and that reason shows on the booking list and drawer. Staff still need an override reason when the window falls outside opening hours. A missing end time uses the package length, then that same hours check runs.
